Is there anything safe i can give my dog for itching?

i have 2 jack russell terriers a male and female both seem to have fleas right now but i can not get them in to see the vet just yet my male dog seems to be whining a lot and always scratching on the furniture my dog that died last year he had sensitive skin so i am thinking that must be what is wrong with my dogs i tried giving them baths but it seems to not help only for a few minutes then they scratching again is there anything i get to help them? is there anything safe i give them to help them be more relaxed until i can get them to the vet?
