How do i get my settlement?

when i was younger i was molested. i got 20,000 when i turned 18 and 20,000 when i turned 21. i get 99,000 whenever i turn 25. at the moment im living with a friend and really wanting to get my own place. is there anyway i could get some money out of it? like enough to pay for an apartment and furniture?
